– Job Title: Finance Officer – Sub Office

– Reports to: Office Manager / Finance Department

Duty Station: Sub Offices – Khartoum, Gedaref, Sennar

Job Summary:

The Finance Officer is responsible for managing day-to-day financial operations at the sub-office level. The role ensures accurate financial records, proper budget implementation, and full compliance with CAFA financial policies, donor requirements, and applicable financial and legal regulations.


Key Responsibilities:

1. Financial Management & Reporting

• Implement CAFA financial policies and procedures at the sub-office level.

• Prepare and submit monthly financial reports, including expenditure tracking and supporting documentation.

• Maintain accurate financial records and ensure proper documentation and filing systems.


2. Budget Management

• Support the preparation of sub-office budgets in coordination with the Finance Manager.

• Monitor budget implementation and ensure expenditures remain within approved limits.

• Report budget variances and provide justifications when required.


3. Accounting & Cash Management

• Manage petty cash and office-level cash flow to ensure adequate liquidity.

• Process payments, advances, and reimbursements in line with approved procedures.

• Ensure accurate recording of all financial transactions.


4. Compliance & Internal Controls

• Ensure compliance with CAFA financial regulations, donor requirements, and applicable financial and tax laws.

• Support internal and external audits and respond to audit queries related to the sub-office.

• Implement internal control measures to prevent errors, misuse, and financial irregularities.


5. Coordination & Support

• Coordinate with program and administrative staff to ensure effective financial planning and reporting.

• Provide financial guidance to sub-office staff on financial procedures and required documentation.

• Liaise with the country finance team on financial matters as needed.


Required Qualifications & Skills:

o Education: Bachelor’s degree in Accounting, Finance, or a related field.

o Experience: Minimum of 2 years’ experience in finance or accounting, preferably with NGOs.

o Technical Skills: Good knowledge of basic accounting principles and financial reporting.

o Computer Skills: Proficiency in MS Excel and basic accounting software.

o Personal Skills: Strong attention to detail, organizational skills, and ability to work under pressure.
